I read that the max amount of degen a player can suffer from is -10 pips, but I was trying to find out if that includes enemy as well? I only play PvE and I wanted to play a degen build, but if my degen build/skills tries to use greater than -10 degen then I need to revise it a bit. Thanks for any help.

I'm 95% sure that the max amount of degen for both enemies and you is 10 pips. However, if you have Life Transfer (8 degen), and Life Siphon (3 degen), then although they will only suffer from 10 degen, if a 5 regen Healing Breeze is put on, then 6 degen will be suffered.

Degen stacks. which means should you cast Life Transfer, Life Siphon, Conjure Pahntasm and Phantom Pain on a target he'll suffer -18 degen.
Only 10 of thos is calculated in the degen.
However should the target use HB or Troll at a large amount of regen. HB at 9 for instance, the cumulative degen of all the hexes will overpower since the -8 is still there yet not visible.
